Escalating Border Conflict Displaces Hundreds of Thousands in Cambodia and Thailand

Renewed and intense border clashes between Cambodia and Thailand have led to the widespread displacement of over half a million people in Cambodia alone, according to official figures released by Phnom Penh’s interior ministry. The ongoing conflict, which reignited this month after a brief lull, has involved heavy weaponry including tanks, drones, and artillery, resulting in significant casualties on both sides. Reports indicate at least 22 fatalities in Thailand and 19 in Cambodia.

The protracted dispute at the heart of this violence is rooted in the colonial-era demarcation of the 800-kilometer (500-mile) shared border, a complex issue exacerbated by the presence of ancient temple ruins situated along the frontier.

Cambodia’s interior ministry detailed the severity of the humanitarian crisis, stating that over 518,611 Cambodian citizens, encompassing women and children, are enduring extreme hardship. These individuals have been forcibly uprooted from their homes and educational institutions to escape relentless artillery shelling, rocket attacks, and aerial bombardments, some of which have been carried out by Thai F-16 aircraft. This displacement underscores the grave impact of the conflict on civilian populations.

Thailand has also reported substantial displacement within its own borders, with approximately 400,000 people forced to flee their homes due to the resurgent border conflict.

A Cycle of Accusations and Failed Truces

Each nation has leveled accusations against the other, blaming their neighbor for initiating the current wave of fighting. Both sides have also traded allegations of targeting civilians, a grim pattern that follows a previous five-day engagement in July which claimed dozens of lives. Efforts to broker peace, including a truce facilitated by the United States, China, and Malaysia, proved to be short-lived.

Historical Tensions and Diplomatic Stalemate

The conflict’s origins are deeply intertwined with historical territorial claims and the management of disputed areas, particularly around ancient religious sites.

In October, a joint declaration between Thailand and Cambodia, which included new trade agreements, was announced following discussions in Kuala Lumpur aimed at extending a previous truce. This development was reportedly supported by U.S. President Donald Trump. However, Thailand suspended this agreement the following month. The suspension was reportedly triggered by an incident where Thai soldiers were injured by landmines while conducting patrols along the border. Bangkok has accused Cambodia of planting these mines, an assertion vehemently denied by Phnom Penh.

Despite claims by U.S. President Trump that the two countries had reached a new ceasefire agreement this month, Bangkok has denied any such truce was established. Fighting has persisted daily since a border skirmish on December 7th ignited the latest round of hostilities.

International Efforts to De-escalate

In response to the escalating crisis, international diplomatic efforts are underway. U.S. Secretary of State Marco Rubio expressed hope on Friday that Cambodia and Thailand would reach a new ceasefire by Monday or Tuesday.

Furthermore, foreign ministers from the Association of Southeast Asian Nations (ASEAN), including representatives from Cambodia and Thailand, are scheduled to convene in Kuala Lumpur on Monday. The primary objective of this meeting is to explore diplomatic avenues for a peaceful resolution to the conflict.

China has also been actively engaged, dispatching its special envoy for Asian affairs to both Cambodia and Thailand last week with the stated aim of “rebuilding peace.” Cambodia’s foreign ministry confirmed on Saturday that the Chinese envoy, Deng Xijun, met with Prime Minister Hun Manet in Phnom Penh the preceding day, where he urged for a ceasefire.

The Preah Vihear Temple: A Flashpoint

Cambodia, which acknowledges being militarily outmatched by Thailand, reported on Sunday that Thai forces had continued their attacks since dawn. Fighting has been concentrated along the border near the approximately 900-year-old Preah Vihear temple. This UNESCO-listed heritage site has been a focal point of contention for years.

A parcel of land adjacent to the Preah Vihear temple was the scene of significant military clashes in 2008. This was followed by several years of sporadic violence that resulted in the deaths of two dozen individuals. A ruling by a UN court in 2013 largely settled the territorial claims in favor of Phnom Penh, bringing a period of relative calm for over a decade. However, the current crisis erupted in May of this year with a new clash that led to the death of a Cambodian soldier, reigniting the long-standing tensions.
