African Nations Champion UN Reform at Cairo Forum
Cairo, Egypt – African foreign ministers have powerfully reiterated their demand for significant reforms within key United Nations organs, most notably the Security Council. The push centres on enhancing Africa’s representation, bolstering accountability mechanisms, and ultimately improving the continent’s efficacy in global decision-making processes.
These urgent calls were amplified during the Second Africa–Russia Foreign Ministers’ Forum, a high-level diplomatic gathering held in Cairo from December 19th to 20th, 2025. The forum convened a distinguished assembly of African ministers of foreign affairs, alongside representatives from regional economic communities and Russia’s Foreign Minister, Mr. Sergey Lavrov.
Tanzania’s delegation was led by the Minister for Foreign Affairs and East African Cooperation, Ambassador Mahmoud Thabit Kombo. Co-chaired by Egypt’s Foreign Minister, Dr. Badr Abdelatty, and Mr. Lavrov, the forum provided a crucial platform for African nations and Russia to engage in substantive discussions on matters of mutual interest. These deliberations spanned both bilateral relations and the critical landscape of multilateral institutions, with a particular focus on the United Nations and its extensive network of agencies.
A unified stance emerged from the forum, with African and Russian ministers jointly emphasizing the imperative to reform UN subsidiary bodies. “They also emphasised the importance of an equitable global trading system and equal opportunities for all countries to participate meaningfully in international deliberations,” stated a communiqué issued on Sunday, December 21st, 2025, by Tanzania’s Ministry of Foreign Affairs and East African Cooperation. This sentiment underscores a broader aspiration for a more inclusive and just international order.
Deepening Africa-Russia Ties: Economic Cooperation and Development Priorities
During his address to the forum, Ambassador Kombo eloquently highlighted Tanzania’s enduring diplomatic ties with Russia, tracing a history of collaboration that dates back to the continent’s struggles for independence. Ambassador Kombo articulated that intensified cooperation in these critical areas would provide substantial support to Africa’s overarching objectives of economic expansion and the attainment of sustainable development goals.
Addressing Food Security Through Agricultural Investment
A significant point of emphasis for Ambassador Kombo was the critical issue of food security across the African continent. He issued a direct call for increased Russian investment in African agriculture. This investment, he stressed, should be strategically focused on promoting sustainable farming practices, developing robust agro-processing industries, and bolstering fertiliser production capabilities. Such targeted efforts, he argued, would be instrumental in tackling the persistent food shortages that continue to plague many African nations.
The Africa–Russia Foreign Ministers’ Forum: A Framework for Collaboration

Established in 2023, its inception followed the adoption of resolutions at the inaugural Russia–Africa Summit of Heads of State and Government held in the same year.
