At the 11th Africa Think Tank Summit held in Addis Ababa, Revenues Minister Aynalem Nigussie emphasized the critical importance of effective implementation and institutional capacity when it comes to taxation and public financial management (PFM) in Africa. She pointed out that while developing policies and ambitious reforms is a necessary first step, their real impact hinges on how well they are executed.

Minister Nigussie highlighted that policy alone is not enough. Experience has shown that without proper implementation measures, even the most well-intentioned policies fail to deliver tangible outcomes. By bridging the gap between policy commitment and practical implementation, African nations can strengthen their economic governance, build public trust, and develop robust public financial management systems.

The Role of Domestic Revenue Mobilization

Aynalem stressed that effective domestic revenue mobilization is crucial for African countries to invest in essential social services and productive sectors such as transport, energy, agriculture, and digital innovation. These sectors are key drivers of inclusive growth and long-term transformation. She also noted that robust public financial management and domestic resource mobilization are pillars of economic sovereignty. For Africa to move forward, it must shift from policy to action and from dependency to self-reliance.

Ethiopia, according to the minister, has made sustained and strategic investments in strengthening its public financial management system over the years. This serves as a model for other African nations seeking to improve their own systems.

Challenges in Implementation

Mamadou Biteye, Executive Secretary of the African Capacity Building Foundation (ACBF), echoed these concerns by pointing out the persistent gap between policy targets and actual outcomes. He emphasized that strengthening citizen trust, improving service delivery, and enhancing administrative capacity are just as important as legal and policy frameworks or policy reforms.

Biteye further stated that domestic resource mobilization is not only an economic necessity but also a matter of sovereignty, dignity, and freedom. He called for better monitoring of implementation policies to ensure that reforms translate into real results on the ground.

The Think Tank’s Transformative Role

Zadig Abraha, President of the African Leadership Excellence Academy, highlighted the transformative role of think tanks. He said that the true value of a think tank is realized when data becomes direction, research becomes resolved, and thought becomes transformation. This sentiment was central to the three-day summit, which focused on the theme “From Taxation to Action: Bridging Policy and Implementation in Public Financial Management in Africa.”

The summit aimed to facilitate discussions on closing the gap between policy and implementation in public financial management. It explored various cutting-edge issues, including:

  • Digital taxation: Addressing the challenges and opportunities presented by the digital economy.
