Ethiopia’s National Dialogue Commission Forges Path Towards Reconciliation and Consensus

Addis Ababa, December 12, 2025 – The Ethiopian National Dialogue Commission (ENDC) is actively cultivating a culture of dialogue across the nation, laying crucial groundwork for a more unified and peaceful future. National Dialogue Commissioner Yonas Adaye shared insights into both the concrete achievements and the more subtle, yet equally vital, progress the commission has made.

Tangible Progress: Gathering Voices from Home and Abroad

The commission’s tangible successes are evident in its comprehensive approach to agenda collection. It has successfully gathered input from all eleven regional states and two city administrations, ensuring a broad spectrum of Ethiopian perspectives are represented. This domestic outreach has been complemented by significant efforts to engage the Ethiopian diaspora.

  • Agenda Collection:
    • Comprehensive agendas have been collected from all 11 regional states.
    • Agendas have also been gathered from two major city administrations.
    • Outreach to the Ethiopian diaspora abroad has resulted in the collection of their unique perspectives and concerns.

Furthermore, the commission has facilitated the election of diaspora representatives who will actively participate in the upcoming Ethiopian National Dialogue Conference, scheduled to convene within the current Ethiopian year. This inclusion of voices from beyond Ethiopia’s borders signifies a commitment to a truly national conversation.

Intangible Achievements: Building Trust and Shifting Perceptions

Beyond the quantifiable data, the commission has fostered significant intangible advancements. A notable outcome is the discernible increase in public trust and a growing sense of peace among the populace. These evolving perceptions of peace have been analyzed in relation to global benchmarks, such as the Global Peace Index, indicating a positive and measurable shift over time.

Expanding Inclusivity and Engagement

A cornerstone of the ENDC’s strategy has been its commitment to broad inclusivity. Initially engaging with a limited number of political parties, the commission has dramatically expanded its partnerships, now collaborating with over 55 political entities. This growing engagement reflects an increasing recognition and interest from the international community, which has been observing Ethiopia’s progress with keen attention.

The commission’s outreach has been extensive, engaging more than 120,000 participants from diverse communities. Crucially, this inclusive approach has actively sought out and incorporated dissenting voices and ideas that challenge the current government’s ideology and governance outlook. The validation of these diverse viewpoints by the participants themselves underscores the genuine nature of this inclusive process. International participants and observers have lauded this commitment to inclusivity, which also extends to Ethiopians residing abroad.

Overcoming Challenges: Resilience and Collaboration

Despite these significant advancements, Commissioner Yonas Adaye acknowledged several persistent challenges. These include:

  • Entrenched Political Beliefs: Deep-seated political convictions can sometimes impede constructive dialogue.
  • Social Media Influence: The negative impacts of social media can create divisions and hinder productive conversation.
  • On-the-Ground Conflicts: Sporadic conflicts in certain areas have occasionally disrupted outreach efforts and created an atmosphere of insecurity.

However, the commission has demonstrated remarkable resilience in overcoming these obstacles. This success has been largely attributed to robust collaboration with various stakeholders, including:

  • The media, for disseminating information and fostering understanding.
  • Religious leaders, for their role in promoting peace and reconciliation.
  • Civil society organizations, for their grassroots reach and community engagement.
  • Political parties, for their commitment to participating in the dialogue process.

Pillars of the Dialogue Commission

The Ethiopian National Dialogue Commission operates under three fundamental pillars:

  1. Fostering National Consensus: Building agreement on key national issues and future directions.
  2. Building Trust: Strengthening the relationship and mutual understanding between the state and its citizens.
  3. Cultivating a Peaceful Dialogue Culture: Establishing dialogue as the primary mechanism for resolving differences and addressing societal challenges.

Commissioner Yonas envisions a future where violent conflicts are replaced by discussions held in peaceful settings, ultimately promoting unity and collaboration among all Ethiopians. The ongoing efforts of the ENDC are not merely symbolic; they represent a concrete and positive trajectory towards embedding a culture of peaceful dialogue and lasting reconciliation within Ethiopia.
